Presentation of the Department for Moroccans Residing Abroad

The Department for Moroccans Residing Abroad is an administrative body under the supervision of the Ministry of Foreign Affairs, African Cooperation, and Moroccans Residing Abroad. Its role is to defend the rights and interests of Moroccans Residing Abroad, strengthen their ties with Morocco, and enhance their contribution to the country's economic and social development.

Morocco pays particular attention to its Moroccans Residing Abroad, estimated at more than 5 million people residing in more than 100 host countries.

This attention is reflected in the extensive coverage of Morocco's diplomatic and consular network abroad. To date, Morocco has 110 embassies, 10 permanent diplomatic missions, and 60 consular posts abroad.

Furthermore, His Majesty the King Mohammed VI, may God assist him, has expressed his deep concern for Moroccans Residing Abroad in several speeches.

The most recent speech was delivered on November 6, 2024, and marked a turning point in the governance of bodies dedicated to Moroccans Residing Abroad, calling in particular for the overhaul of the Council of the Moroccan Community Abroad as a consultative and deliberative body, and for the creation of the “Mohammedia Foundation for Moroccans Residing Abroad,” the operational arm of public policy in this area.

This speech follows on from that of August 20, 2022, in which His Majesty called for the establishment of a structural relationship with MRA competencies and the creation of a dedicated mechanism to support Moroccan skills and talents abroad and to support their initiatives and projects.

This new vision covers five priority areas, namely (1) promoting investment, (2) mobilizing skills, (3) administration and rights, (4) strengthening identity, and (5) governance.
