This initiative aims to:
Provide a structured framework allowing Moroccan talents abroad to access information on opportunities for involvement in Morocco;
Facilitate the creation of partnerships with national institutional, economic, academic, and associative stakeholders, both public and private;
Encourage the exchange of experiences, cooperation, and networking between Moroccan talents worldwide and their counterparts in Morocco.
The strategic interest of this initiative is based on a set of particularly favorable factors, including:
The significant presence of highly qualified profiles within the Moroccan community abroad, with more than 400,000 Moroccans residing abroad (MRE) holding a degree of Bac+5 or higher;
A strong willingness expressed by these skilled individuals to actively contribute to the economic, scientific, social, and cultural development of the Kingdom;
The existence of numerous structuring sectoral plans currently being deployed across the national territory, providing a conducive framework for the involvement of MRE;
A stated commitment from public authorities to enhance and channel this contribution, in line with national priorities for development.
The implementation of this approach has resulted in the structuring of both geographical and thematic networks, allowing for the mobilization of Moroccan skills around dynamics of exchange, partnership, and transfer of expertise.
These networks bring together Moroccan talents born or established in countries of residence such as Germany, Canada, the United States, Switzerland, and France. Members of these networks operate in various sectors, ranging from information and communication technologies to the automotive industry, as well as research, higher education, education, liberal professions, and more.
As part of the implementation of the High Royal Guidelines outlined by His Majesty King Mohammed VI, May God Assist Him, in His speech on August 20, 2022, particularly regarding the creation of a mechanism to mobilize Moroccan expertise abroad, the Department of Moroccans Residing Abroad has launched a project dedicated to the design and establishment of an innovative system.
This system aims to facilitate the mobilization of Moroccan expertise internationally and to effectively support project holders through:
A centralized information portal, providing access to updated and relevant content on engagement opportunities and available support mechanisms;
An interactive interface for connecting with key players in the Moroccan economic, institutional, academic, and associative ecosystem;
A professional social network promoting exchange among Moroccan talents worldwide, sharing experiences, and identifying collaborative projects;
Personalized support through mentoring mechanisms to guide project holders and facilitate their integration into the national economic fabric.
Investments by Moroccans living abroad (MRE) play a crucial role in the economic development of the Kingdom. By engaging in strategic sectors, MRE contribute to growth, job creation, and strengthening the economic and emotional ties with Morocco. This virtuous dynamic benefits the entire society.

Launched in 2017, in partnership with the General Confederation of Enterprises of Morocco (CGEM), the 13th Region MeM by CGEM is a digital platform dedicated to Moroccan Entrepreneurs Worldwide. It aims to facilitate their connection with Moroccan economic decision-makers.
This platform provides:
An information and orientation unit;
Resources and tools accessible online;
Programs to assist in business creation.
The supervising ministry, in partnership with Tamwilcom, launched a new version of the MDM Invest fund on July 19, expanding the eligible sectors to areas driven by the new generations of MRE investors, such as digital, tourism, and education.
In addition, the MDM Tamwil fund constitutes a co-financing mechanism aimed at strengthening access to bank credit for project holders.
POMIRE Program "Potential of Migration and Social and Economic Reintegration"
This program, conducted in partnership with the German Agency for Cooperation (GIZ), and deployed until 2026, aims to enhance the engagement of Moroccan expatriates (MRE) in the economic and social development of Morocco.
2. Tremplin Maroc Program
Conducted in partnership with the Morocco Entrepreneurs Association, this program aims to support project leaders in realizing their innovative business ideas by helping them design viable, realistic, and achievable projects.
