Voting by proxy for Moroccans living abroad

As part of the preparations for the legislative elections scheduled for 23 September, and with a view to facilitating proxy voting procedures for Moroccans living abroad, the Ministry of Foreign Affairs, African Cooperation and Moroccan Expatriates, in coordination with the Ministry of the Interior, has launched the “E-Procuration” platform. Accessible through the websites www.listeselectorales.ma and www.elections.ma, this platform enables eligible voters to complete the entire proxy voting process online.
 

The platform allows concerned citizens to provide their personal and electoral information, including their full name, National Identity Card (CNIE) number, voter registration number, the electoral district or municipality in which they are registered, and the address declared at the time of registration. It also enables users to enter the details of their designated proxy and complete the electronic validation of the proxy authorization.
 

Once the proxy authorization has been validated, the voter must download a copy of the document and forward it to the designated proxy, who may be required to present it on election day. It should be noted that no voter may serve as a proxy for more than one Moroccan residing abroad.
With regard to the exercise of voting rights by the proxy, the proxy first casts his or her own vote and then votes on behalf of the principal, provided that both are assigned to the same polling station, upon presentation of the proxy authorization and a valid National Identity Card.
 

If the proxy and the principal are registered at different polling stations, the proxy may nevertheless vote on behalf of the principal in accordance with the applicable procedures, upon presentation of the required documents, notably the duly validated proxy authorization and the proxy’s National Identity Card.
